The attention will be on the role of local politicians in their efforts to interact with the market and the manner in which they relate to the interaction in their policy documents. The main question of the thesis is: how do local governments perceive the development in the real estate market and how do local policies act on the driving forces behind these markets? In order to answer this, two sub questions are examined. Being: what local factors determine the attractiveness of the real estate market for developers and investors? And, do these factors coincide with factors discussed in spatial strategy documents of policy makers? In order to answer these questions, a model is made and tested on policy documents in a case study on the G4 cities of the Netherlands.
