The Dutch government has set the ambitious target to raise the share of renewables to 16% of the total energy consumption by 2020. The perspectives from institutional, market and governmental levels differ towards the role of the government and towards the implementation of impact assessments when realizing renewable energy projects. In order to obtain a ?Social License to Operate? (SLO), impacts should be mitigated, communities should be involved and engaged in the early stages of the planning process and social impacts should be properly assessed. There is a need to build institutional capacity in order to successfully meet the ambitious energy target.
