To ensure accessible infrastructure in the future multiple Smart Mobility-projects are developed. However, most of them are experimental. The minister of I&W from the Netherlands argued that a shift in attention has to emerge from testing and experimenting with Smart Mobility towards the application and use of Smart Mobility in existing practice. Institutional transformation is required to apply these changes. To identify the current way of implementing Smart Mobility within the contemporary institutional framework, a case study to a Smart Mobility-programme was done. To gain insight in its institutional structure, Ostrom’s Institutional Analysis and Development framework was used. The analysis of the case study showed that for every IAD-rule multiple rules-in-use were identified. Based on these rules-in-use multiple catalysts and barriers were identified.
