abstract: The municipality Groningen are aiming to become an ‘inclusive city’. A city in which everyone can live and everyone participates to the best of his or her abilities. Inclusiveness is compared to Social Capital. By means of renewed attention for mixing policies they aim to achieve inclusiveness. The Inclusiveness Score yields a ranking of neighbourhoods from which Vinkhuizen-Zuid and Lewenborg-Zuid are selected for further inquiry, two mixed neighbourgoods. A quantitative analysis yields that concentrations of low incomes and people with a Non-Western ethnicity explains sizeable portions of the variance in inclusiveness scores. This links to the qualitative analysis which raises stigmatisation, urban structure and interaction between different groups as issues in increasing inclusiveness. Positive effects of mixing policies are the improvement of liveability and safety. Finally, the ‘neighbourhood-unit’ is questioned as the scale of social mixing while increased social mixing at schools is the key pillar of policy recommendations.
