%X The agrarian sector has important economic, social and environmental effects in rural areas in Spain. Water is a basic input in the sector and its management in the last century has been based on the traditional engineering paradigm. Due to the fact that agriculture is a strategic activity for the community and its inherent complexity and uncertainty, water management must adapt to future unexpected changes. The adaptive management is a good alternative to the old management that led the system to a more fragile and dependent situation. One of the objectives of this approach is promoting the system’s ability to adjust and take advantage of disturbances. This ability, known as adaptive capacity, is examined in the dissertation in two regions of the Ebro River Basin in Spain and in the two basic levels of water use: the regional policies and the farmers and irrigation communities’ practices.
