The research use qualitative approach, collecting information through interview to the key person in Government of Malang Regency and in three villages (Kalisongo, Ketindan and Karangsuko). In the three case studies, consensus is an important, but is not absolute. The consensus have not always to be done, sometimes a condition is more likely as the technocratic planning in the implementation and overcome existing problems. The role of actors in a limited resource sites will rely on certain people who have the necessary resources.
