%X The thesis describes the Planning System on Mineral Planning of The Netherlands and Indonesia which seen from government-oriented and market-oriented approaches. A model based on criteria for careful land use planning on mineral planning become the reference to analyze whether government-led or market-led is an optimal on the mineral planning system on the Dutch and Indonesian mineral planning system.
