This work builds a bridge between these three debates, by examining the mechanisms to achieve sustainability through the implementation of strategic integral plans. Moreover, it intends to increase the general understanding of the importance of analyzing the specific barriers that impedes the execution of urban projects. To achieve these goals, this research focuses on the Metropolitan Area of Asuncion.
