abstract: Society is demanding a greater role in prescribing solutions to local issues they face. Contemporary co-governance is based on the government keen to keep control over the levers of control. Whereas authentic co-governance is characterized by government letting go of the levers of control and allowing equal power relations. Authenticity implying a form of co-governance with its intrinsic moral principles of co-operation present. The investigated new dynamic equilibrium consists of combinations of: inside-out and outside-in views; top-down and bottom-up aspects; and autopoietic and dissipative characteristics. The new dynamic equilibrium is a fluid state which brings opportunities for new governance structures to evolve, structures supportive of collaboration with the citizens it represents. Two case studies were conducted in this research to shed more light on the processes presented in the new dynamic equilibrium.
