Contemporary co-governance is based on the government keen to keep control over the levers of control. Whereas authentic co-governance is characterized by government letting go of the levers of control and allowing equal power relations. Authenticity implying a form of co-governance with its intrinsic moral principles of co-operation present. The investigated new dynamic equilibrium consists of combinations of: inside-out and outside-in views; top-down and bottom-up aspects; and autopoietic and dissipative characteristics. The new dynamic equilibrium is a fluid state which brings opportunities for new governance structures to evolve, structures supportive of collaboration with the citizens it represents.
