abstract: Effects of climate change and growing urbanisation will result in tough challenges for coastal cities and regions, which is why there is a growing trend to combine traditional water management with non-structural measures as spatial planning and awareness raising. This trend is seen as paradigm shift from flood control towards a reduction of the consequences a flood might have. Against this background, the term flood resilience gained prominence, as this concept is composed of a robust basis, a dike for example, and a society and a hinterland which is prepared for possible disasters. The concept of policy arrangements is used to assess which barriers and opportunities to adopt a flood resilience approach exist in the two shrinking coastal cities Husum and Delfzijl. The described paradigm shift is already visible in the respective policy documents, but lacks on implementation, as especially awareness of flood risk is hardly existent in the cases.
