PPP's give opportunities to the private partners to innovate. This is the idea. However, DBFM(O) contracts inherit too much risk for a private partner. Since the project has to be financed privately upfront, the risk of implementing a large scale new product innovation is simply too high. On the other hand, Rijkswaterstaat is risk-averse. New innovations are scary because of the lack of knowledge about them. How do new asphalt mixtures hold up over a period of 25 years? Nobody really knows 100%. DBFM(O) contracts aren't the right way to approach new innovations in infrastructure.
