Public procurement is still important element in infrastructure provision. In order to deliver better infrastructure to taxpayers, it is needed to increase infrastructure procurement capacity. It is done through public procurement system reform. Both Indonesia and Scotland conduct procurement system reform. Procurement reform is done through 4 key elements and is influenced by international policy transfer. Lesson learned from Scottish procurement reform could be adopted by Indonesia to improve its procurement system.
