%X Natural disaster cannot be avoided but its impacts can be reduced by implementing a disaster management. This disaster management process can be very complicated and one of the most complex cases is the Aceh tsunami.  
The research starts with literature review functions to picture the shifts and strategies in disaster management, both in theoretical and practical perspective. The results are used to gather experts’ opinion on disaster management strategy for Aceh by using Delphi Method.
