These new scalar politics include the local level parties and inhabitants. In this thesis, the focus lies on community initiatives in the city of Groningen and their ability to create and stimulate resourcefulness. The key question addressed is: What drives communities and the municipality to set up community initiatives and to what extent do social capital and leadership play a role in the creation of these initiatives. This main question will be answered by a mixed-method approach, including in-depth interviews and quantitative analysis. The results emphasize the critical importance of both leadership and social capital in different forms.
