However, adding sustainable heat sources to existing district heating networks is difficult. This aim of this research is to understand which change is needed to create an institutional framework which can allow for the addition of sustainable heat sources. This will be assessed by focusing on opportunities, barriers, and windows of opportunity. 12 semi-structured interviews were held with stakeholders of the Amernet (Noord-Brabant, Netherlands). These interviews were analysed using the SPELT analysis (a variation on the PESTEL analysis). Opportunities include a cooperation platform and the SDE subsidy. Barriers include lack of trust, lack of public support for biomass, waiting for political decisions and the need for a lower temperature.
