%X This study researches the influence institutions and area-specific characteristics have on migrant entrepreneurship rates. The role of institutions in creating a entrepreneurial ecosystem for migrants is assessed through mixed methods with a focus on Phoenix.  The governmental organizations in Phoenix have a passive policy approach considering migrant entrepreneurship. They provide business support and connect entrepreneurs with service providers, but only for parties that reach out to the government. Explanations can be found in the tendency of these agencies to treat the entrepreneurs as one group without making any distinctions about what the different subgroups of entrepreneurs may need. This research makes the case that migrant entrepreneurs have differing needs and is affected differently by decisions made by government agencies. Getting this group familiar with the available resources in an early stage is key in maximizing the potential of migrant entrepreneurs.
