abstract: In order to move towards resilience approaches a rise in awareness and a change in mindsets from both public and private stakeholders is demanded. In other words, to make the shift towards flood resilience, it is needed to build intellectual, social and political capital. To build social and political capital, is however one of the biggest challenges of this shift towards flood resilience. Especially midsize cities face a lack of expertise and funding. In this research the case Zwolle is put central. Zwolle is a fastgrowing city, situated in the IJssel Vechtdelta in the Netherlands and has a very vulnerable position. Moreover, Zwolle is part of the Interreg CATCH project and aims to become a water sensitive city. The aim of this study is to learn how midsize cities can build institutional capacity in order to accelerate the transition to flood resilience. Based on this research several recommendations for institutional capacity building in Zwolle are made, such as: include and activate private stakeholders and invest in a new type of civil servants.
