Ex-post transaction costs can threaten the promise of Value for Money, which defines the advantage of a PPP over a conventional procurement. However the cause of these costs, unexpected events, cannot fully be accounted for by a contract. Recently there has been a shift of focus form the hard contractual side of management, to a softer more relational style of management. This paper examines to what extent this soft management influences the occurrence of ex-post transaction costs. A survey was held under managers active in Dutch infrastructure projects that made use of DBFM-contracts. Empirical research was done using non-parametric statistical tests. A significant relationship between ex-post transaction costs and soft management couldn’t be established. Involved parties acting with the best intentions are important in preventing conflicts.
