These rule states can indicate a positive or a negative influence on seizing a joint investment opportunity (JIO). A case study of two time periods withing the Combiplan Nijverdal project have been conducted in order to assess the impact of rules-in-use on the seizing of a JIO. Rule state changes of three rule categories were found to have had a positive influence on the seizing of Combiplan Nijverdal. One rule state was found to have shifted towards a less negative influence. Individually these rules-in-use are not able to impact the seizing, only combined is there an impact on seizing the JIO.
