Due to climate change, the risk of floods is increasing in frequency. This development has inspired a paradigm shift in Flood Risk Management, moving from a traditional to a flood resilience approach. Therefore, this paper provides clarity on the concept of resilience based on indicators from a literature review to provide an evaluation of the flood management strategies of the three cities. A theoretical framework serves as the construct on which the strategic policy documents of Boston, Melbourne and Rotterdam are assessed. While all cities have strategic plans in place which pass beyond the traditional flood management style, each has a distinct focus on one of the three pillars of resilience. The cities have different maturity levels regarding the integration and implementation of the strategies.
