From the 1980’s public art is more and more recognized for its contribution to “Urban regeneration”. In this research public art is viewed as one of the tools a spatial planner can use to create certain values in a neighborhood. By means of semi-structured interviews, this research aimed at exploring public art as a tool for revitalizing neglected urban space and contributing to regeneration in Rotterdam. Through the values which are stated in previous literature on public art. Public art is valued, however, relational and hard to grasp as a generalizable phenomenon. Public participation and an integrated approach in public art implementation can be found as possibilities to increase the values of public art in the urban planning agenda.
