abstract: Anthropogenic nitrogen deposition is one of the causes of air pollution, soil pollution, water pollution and decline in biodiversity. The Netherlands, densely populated and with a large agricultural sector, is one of the most affected countries in Europe. In 2019 the Dutch nitrogen policy was deemed to be in conflict with the European Habitat Directive and subsequently dismissed. The deadlock that followed resulted in governments at different levels of scale formulating and implementing nitrogen policies under high pressure. Some of these policies are to be decentralized and area-based, after an advisory board argued for the necessity of the consideration of local and regional contexts.
With a conceptual framework in which the governance of area-based approaches and policies is key, the area-based policies of the three Dutch provinces Noord-Brabant, Friesland and Overijssel are explored and analysed. This study aims to analyse governance arrangements in existing area-based policies and to explore characteristics of arrangements and circumstances which could lead to a successful implementation of area-based policies. Subsequently suggestions are formulated to help planners and officials with the formulation of effective area-based nitrogen policies.
