Until this day, no businesses have settled. Several actors are involved in the planning and implementation phase of the project. However, the actors are in disagreement over the restrictions of the planning area. More effective horizontal coordination seems crucial to change the success of Kooyhaven. Using the Institutional Analysis and Development framework of Ostrom (2005), this study aims to identify how the rules defined by Ostrom (2005), enable or constrain horizontal coordination at the planning and implementation level. This is done through an analysis of the project Kooyhaven. To give a good answer, first, the prerequisites of horizontal coordination were identified: shared goal, collaboration and the absence of hierarchical control. Results show that all these prerequisites are only partly being fulfilled in the case of Kooyhaven. Furthermore, the result show that boundary rules, position rules, information rules and pay-off rules enable or constrain the prerequisites of horizontal coordination. Therefore, these rules also affect horizontal coordination at Kooyhaven.
