It is hard to find affordable houses in the mid-rental segment. Due to the scope of the problem, municipalities consider a new active role as landlord-investor in the housing market to ensure that there will be affordable rental houses available for these people. As a powerful public body, the municipality is allowed to intervene in markets in case of market failure. However, governments have to take strict regulations into account.
