This analysis is done through interviews with seven football clubs located in the province of Groningen, to find if the policies are enabling possibilities that they should enable. Through researching policy documents constructed by the national government and football federation and the interviews, it came to light that often, the policies and the needs of the football clubs are a mismatch concerning sustainability measures. Respondents indicate that the football clubs organize and obtain funds on their initiative, this they do not disapprove. However, they made clear that they expect the different levels of government to guide them to energy neutrality. The different levels of government and national football federation do not know how to instruct the clubs to the right organization or department for help with switching to renewable energy and reach the local population through the influence that a formal social group, in this case, a football club, can have. It can be concluded that governments have not figured out the best way to get the most out of the potential football clubs have in helping with sustainability challenges.
