This regulation gives municipalities the power to prohibit buy-to-let practices. It is a drastic limitation on property rights which should provide first-time buyers and young households a higher chance to buy affordable homes. Rotterdam is the first municipality to introduce the buy-to-let regulation in selected neighborhoods.
