abstract: Due to the climate change caused by the intensive use of fossil fuels, limiting its harmful effects requires the inevitable
energy transition stipulating the expansion of the Renewable Energy Sources sector. The challenge asks for the
implementation of governance systems integrating inclusive decision-making processes across sectors and levels and, thus,
adequate institutional capacities. However, although there is a consensus on the advancing imperatives that contribute to
these capacities, evidence on the influence of existing setups on these is lacking. Due to the unique character of the energy
transition, its wind energy potential and recent legislative developments in the sector in Poland, the paper aims to reflect on
in what way decentralisation of decision-making power to the local level impacts orchestrating capacity to govern the
energy transition in the country. The research critically reflects on the relationship between the two based on an academic
literature review and primary data collection in the form of interviews, guided by two theoretical perspectives; Multi-Level
Governance and Transformative Capacities capacities for climate governance. Aided by the framework, it is established that
while the decision-making in Poland is theoretically decentralised, in practice, it is strongly constrained by central legislation.
Furthermore, local-level-issued permission tends to contribute to the formation and integration of strategic alignment,
indirectly favours mediation across scales and levels and has an ambiguous impact on the creation of opportunity contexts.
