The challenge asks for the implementation of governance systems integrating inclusive decision-making processes across sectors and levels and, thus, adequate institutional capacities. However, although there is a consensus on the advancing imperatives that contribute to these capacities, evidence on the influence of existing setups on these is lacking. Due to the unique character of the energy transition, its wind energy potential and recent legislative developments in the sector in Poland, the paper aims to reflect on in what way decentralisation of decision-making power to the local level impacts orchestrating capacity to govern the energy transition in the country. The research critically reflects on the relationship between the two based on an academic literature review and primary data collection in the form of interviews, guided by two theoretical perspectives; Multi-Level Governance and Transformative Capacities capacities for climate governance. Aided by the framework, it is established that while the decision-making in Poland is theoretically decentralised, in practice, it is strongly constrained by central legislation.
