By examining the policy landscape, the research identifies the main instruments employed to incentivize and promote sustainable energy practices at the local level. These instruments encompass a range of strategies, including financial incentives, regulatory frameworks, collaborative platforms, and educational initiatives. By assessing the potential influence of policy instruments on energy citizenship, the study aims to elucidate the extent to which these policies can empower citizens and encourage their participation. Preliminary findings suggest that both municipalities have implemented a variety of policy instruments tailored to their specific contexts and goals.
