These megaprojects are frequently impeded by extensive cost and time overruns due to their complexity. Previous literature has studied institutional complexity and also cost and time overruns in large infrastructure projects. Yet there is a research gap in how this institutional complexity is impacting project performance in terms of cost escalations and delays. This research focuses on two megaprojects, Stuttgart 21 and the Zuidasdok project in Amsterdam, and finds that institutional complexity from macro and micro-level sources has a significant effect on cost and time overruns.
