This affects the success rate of the infrastructure project, and thus it is relevant \r\nto find reasons behind this. Literature has suggested that institutional ambiguity plays a role in \r\ndecision-making, which in the end creates most of the delays. This study tried to follow-up on\r\nthis claim by doing a case study after the Dutch Lelylijn project. Based on various interviews, \r\nthe study partly verifies the theoretical claim in the Lelylijn case.
