"The share of precarious housing, defined as temporary rental contracts in this study, has been\r\ngrowing gradually over the past decades in the Netherlands. Several negative effects came along with\r\nthe opening up of legal possibilities for these contracts, such as mental health issues for renters and\r\ndecreased neighborhood livability. However, in the more recent years, criticism on the rise of\r\ntemporary rental contracts has been growing, leading to a policy shift, partly limiting the legal\r\npossibilities to offer temporary contracts again. Therefore this research focuses on the period 2015\r\nto 2023, in which this shift has happened. It aims to explore the context in which decisions are made,\r\nand by what decisions are informed and legitimized. Two strands of research are used for this: first\r\nnarratives surrounding temporary rental contracts within the political context are uncovered: by\r\nanalyzing debates held in the House of Representatives through the lens of the narrative policy\r\nframework. Secondly, policy change theory is used to help understand the policy shift currently\r\nhappening in 2023.\r\nIn total five narratives are uncovered which can be subdivided into ‘in favor of temporary rent’ and\r\n‘against temporary rent’. Further results of this study include the important role that ideology plays in\r\nnarrative construction, as well as in who is narrating what narrative. However, the role of ideology in\r\npolicy has decreased after the policy shift, making more room for evidence-based policy. Two focusing\r\nevents can be pointed out as catalyzing the policy alteration on the topic of temporary rental\r\ncontracts: (1) evaluations and academic research published on the negative effects of temporary rent,\r\nand a stronger relationship of new policy to these.
