Despite extensive research on enhancing public involvement, practical challenges persist. This study explores the potential of Creative and Arts-Based Methods (CABM) in urban flood management public participation processes, with a focus on Indonesia. Through literature review and a case study in Yogyakarta, the study examines the efficacy of CABM in overcoming barriers to conventional participation methods. Results suggest a strong attachment of residents to their flood-prone communities, with an existing participatory system facilitating communication between government and citizens. While residents appreciate indirect involvement, there is a desire for more direct engagement. Experts recognize the benefits of public participation, including knowledge exchange and community empowerment, while identifying institutional and individual barriers. Although concerns exist regarding CABM's abstract nature and resource consumption, experts anticipate increased utilization in future projects.
