However, the theoretical conceptualization of EEs remains in a nascent phase, creating difficulty in understanding their success factors and sub-processes, thus hindering effective policy making. Following the theoretical model ?The Relational Organization of EEs?, this thesis uses Veszpr{\'e}m, Hungary as a case study to understand the relationships between general cultural attributes and local processes in establishing a successful EE. Through using a population survey, semi-structured interviews with entrepreneurs and expert meetings, this model identifies three local sub-systems; well-being, place attachment, and relocation intention that contribute to the establishment of an EE. The thesis concludes that the Veszpr{\'e}m EE contains several local sub-systems, but they fail to reach their full potential due to a lack of institutional coordination. Additional research should focus on identifying the social and material sub-systems in this EE and analyze the interactions between all three to arrive at relevant policy implications for establishing a successful EE in the region given all local contextualities.} }
