N2  - The dynamics of the inner cities, retail has been a constant factor regarding its activities in the
inner cities. However, due to changing consumer capacities and an increase in online retail,
there is an increase in store erosion and shop closures of independent retail. These trends has
led to a functional loss of the inner city, as retail will not have a dominant presence. It therefore
raises the question to what extend cities are able to maintain the required functions, to adapt to
change, and to redesign systems that limit adaptive capacity, and which factors contribute to
this resilience. This thesis studies the contribution of locally owned shops to resilience. The
contribution is researched in three cities in the Netherlands, Groningen, Zwolle, and Utrecht,
through four identified variables: spatial variation, flexibility, integration, and governance. The
research is conducted by means of interviews with local shop owners and representatives of
entrepreneur associations. In the researched cities, it is found that local shops contribute to the
resilience of the inner city, if they are enabled to do so by governance. This thesis contributes
to the understanding of resilience of cities.
