Findings reveal a weak but significant negative correlation between urbanization and the Social Vulnerability Index (SVI), suggesting that higher urbanization in coastal areas is associated with lower social vulnerability. Policy implications include promoting urbanization with infrastructure development and addressing historical inequities. The study underscores the importance of small-scale analysis for tailored policies.
