        abstract = {This research paper examines the institutional capacities of Dutch municipalities in relation to 
national goals regarding gas-free environments and the implementation of heat networks. Given the 
rapid progress of the heating transition and the crucial role of municipalities as regulators in this 
process, it is essential to gain a clear understanding of their institutional capacities. Drawing on 
theories of government layers and available capacities in sustainable transitions, this study focuses 
on three specific institutional capacities: policies and regulations, financial resources, and technical 
expertise. Through an analysis of the case study Proeftuinen Aargasvrije Wijken (PAW), the research 
shows that improvements are necessary in terms of municipalities? legislative capabilities, as well as 
the allocation of financial and technical resources in a horizontal and vertical manner.},
