It argues that socio-ecological and functional integration is only possible when cooperation among relevant stakeholders exist. Additionally, the perception of human–nature relation influences the willingness of integrating nature conservation to a big extent. Results show that the general potential to integrate nature conservation is currently lim-ited, due to lacking cooperation between and willingness in most of the assessed sectors. However, local administrative nature conservation, tourism and diving indicate currently the highest possibilities of implementing integrative nature conservation. Nevertheless, limiting factors exist both exogenous and in the mindset of stakeholders. By introducing elements of adaptive co-management new governance structures are postulated, which may resolve current limitations towards higher integration.
