abstract: A considerable part of the current Dutch waterway infrastructure is beginning to deteriorate after many decades of use. Therefore, strategic thinking is necessary to ensure that these large-scale infrastructure assets remain functional in the long-term. This single-case study uses multiple criteria to investigate if the decisions in the case of the expansion and renovation of the Eefde navigation lock are forward-looking by examining the performance of the decision-making process. This research recognized three potential solutions that could introduce a forward-looking decision-making process in future infrastructure projects in Dutch waterway system. A more active adaptive management, an iterative infrastructure planning process, and a changed attitude in the tendering process could contribute towards a forward-looking decision-making process surrounding large-scale infrastructure projects. This is in line with the overall ambition of this research to make the ageing Dutch waterway infrastructure system able to deal with long-term challenges.
