Here the concept of adaptation will be investigated more thoroughly, attempting to fill in the existing knowledge gaps. A comparison between countries and their flood-prone cities will be made in order to assert the type of adaptation strategies implemented as well as how these strategies are given form from a more national level. An adaptation tool will be created to contribute to the practical dilemmas of uncertainties and vulnerabilities relating to flooding whilst highlighting which variables and concepts are most appropriate to adaptation. These investigations will be done by the use of textual analyses of academic literature as well as policy and planning documents thereby covering and combining both theoretical and practical knowledge bases.
