UN-Habitat’s evaluation on the implementation of slum upgrading in more than a hundred countries showed that countries that can reduce the number of slums sustainably through slum upgrading program shared a common attribute: the governments are active and consistent. The purpose of this research is to analyze the performance of Indonesia governance in achieving successful slum upgrading by using a single case study of the latest generation of slum upgrading project in Indonesia, namely Neighborhood Upgrading and Shelter Sector Project (NUSSP). The result showed that the transition from centralized- to decentralized governance has become the biggest challenge in the implementation of slum upgrading in Indonesia. This research led to the conclusion that transitional Indonesia requires a unified strategy that combines some form of centralized governance and some form of decentralized governance.
