A lot of research has been done on the subject, quantitative well as qualitative research. Mostly with the purpose of finding a ‘solution’ or ‘cure’ for cost overruns. This research reviews the explanations for cost overruns in contemporary literature and concludes that explanations show an overall negative bias. Furthermore, it demonstrates the possibility of a more positively charged explanation founded in literature and shows that these explanations might apply to changes regarding scope and laws and regulations. Two cases, ‘A10 Tweede Coentunnel/A5 Westrandweg N200 Halfweg’ and ‘N50 Ramspol – Ens’, showed promising results that could be interpreted as a more positive explanation for cost overruns. The conclusion of this research is that such an explanation is plausible in the context of large road infrastructure projects in the Netherlands.
