Multiple researchers have shown that several barriers hamper the adaptation to these growing risks. Climate adaptation governance has shown to overcome these barriers to adaptation and stimulate the implementation of adaptation strategies. Despite a growing body of literature on adaptation governance, knowledge on local climate adaptation governance remains limited. This thesis adds to the understanding of local climate adaptation governance. A conceptual framework which integrates climate adaptation, adaptive capacity, governance and institutionalism is used in a case study research to analyze flash flood adaptation governance processes in Arnhem. The preliminary focus is on the interrelationships between municipality, residents, housing associations and insurers.
