Merely traditional mitigation approaches mostly designed and implemented by public authorities do no longer suffice. In light of the changing context, in flood risk management the concept of resilience is gaining prominence. Aiming for resilience requires citizen involvement. By making use of social capital networks, traditional stakeholders can increase awareness and participation of citizens. This research focuses on how these networks are created and stimulated within the policy domains responsible for flood risk management, by looking at the cases of the HafenCity in Hamburg and the Royal Docks in London.
