Abstract

This report deals with the development of the Dutch water board Hunze & Aa’s. The Dollard dike that is located in the water board its field of activity has to be strengthened, and the approach that is chosen for this project indicates a shift from a technical towards a communicative rationality. By adopting notions from discourse theory, framing theory and planning theory, it was possible to analyze the influence of this project to the water board as an organization. This report shows that the water board is experiencing a transition that is similar as the so-called transition in Dutch water management, in which a technocratic style of water management is being replaced by an integral and participatory style. The relationship between these two transitions is therefore investigated, in which the role of individuals is put at the centre.
