Abstract

The aim of this research is to explore the possibilities of municipalities in the south of The Netherlands, specifically in the provinces of North-Brabant and Limburg, to plan for the sustainable development of waste during Carnaval. To this end, desk research was conducted into the policy documents of five municipalities in the aforementioned provinces, as well as semi-structured interviews with representatives of the municipalities. The results provide an overview of the municipalities’ current and desired policy surrounding waste during Carnaval, as well as obstacles of the municipalities for the implementation of their desired policy and possibilities for the municipalities to overcome the obstacles. It was found that the possibilities of municipalities were either top-down or bottom-up and either enabling or constraining. Based on this a matrix was created in which all possibilities of municipalities can be categorized.
