Abstract
Multiple scholars argue that having a diverse set of Flood Risk Management Strategies (FRMSs), focusing on (1) flood defense, (2) flood prevention, (3) flood mitigation, (4) flood preparation and (5) flood recovery, would make a city flood resilient. Even though implementation of these five strategies would make an urban area flood resilient, implementation is complex. This complexity lies within the institutional organization of Flood Risk Management. Insights of the institutional context is needed for implementing the appropriate FRMSs. Getting an understanding of how the Flood Risk Governance Arrangements (FRGAs) enable the transition to flood resilient urban areas has therefore been the main goal of this research. Through a multiple-case study, the FRMSs of urban areas and its FRGAs have been analyzed. Based on this analysis comparisons are made, upon which possibilities for institutional reform can reside.
