Abstract
In the 21st century, air transportation services have become the important needs of the country to support the connectivity within and between countries. To run the services, the role of the airport is really necessary. The purpose of this study was to understand a strategy of the airport governance in order to provide recommendations of the airport governance models to improve the airport services in Indonesia regarding to the urban context and experience from other countries. The study used the concepts like airport classification within an urban context, airport governance, airport reform strategy, and airport services. The principal conclusion was that the government of Indonesia should recognize firstly the external and the internal aspects before taking the airport reform strategy for applying a public majority model or a semi private model as new airport governance models which are required in Indonesia.
