Abstract
The challenge of implementing Transit Oriented Development (TOD) is a subject of discussion in the field of planning. Among the various institutional barriers that are recognized, the role of inter-municipal competition is largely unspecified. Since the literature on TOD lacks further clues institutional theories on Common-pool resources (CPR) are used to explore how inter-municipal competition affects the implementation of TOD. These theories explicitly account for competition in collective-action problems equivalent to that of TOD implementation. A conceptualisation of TOD as CPR is applied to 3 cases of regionally coordinated TOD. The findings indicate that municipalities regularly display the expected strategic behaviour not to commit to the coordination of land use out of geographical competition and due to (fear of) free-riding in TOD. The 8 institutional Design Principles that are used in the analysis also provide important clues for improving the institutional design of coordination of TOD in urban regions.
